POLICY: Snow Clearing of Roads & Sidewalks

Policy Statement:

The Public Works Department shall provide the City of Grand Forks with a cost effective program of snow removal and ice control within the municipal boundaries. Work carried out under this program shall be scheduled based on priorities established in this document. Major transportation routes in the City will be maintained in passable condition at all times. Areas identified historically as being hazardous will be given special attention. Overtime will be minimized whenever possible.

SIDEWALKS:

All commercial and residential property owners are responsible for snow and ice clearing of sidewalks around their properties. Property owners shall not allow any snow or ice to remain on the sidewalks and footpaths bordering their property after the hour of 12:00 noon on any day, except Sunday or a Statutory Holiday.

The City of Grand Forks, in the interest of maintaining clear passage to essential institutions, such as the hospital, schools, senior lodges, and police; will clear snow and ice from the following sidewalk areas:

Priority #1:
• City owned buildings - Fire Hall, City Hall, Library, Museum
• Central Avenue (Hwy #3) from the bridge (including bridge) to Donaldson Drive (GFSS, Perley School, R.C.M.P.)
• Kettle River Drive from 8th Street to 68th Street (Boundary Lodge)
• Boundary Drive from Donaldson Drive to 77th Avenue
• 19th Street from 66th Avenue to Central Avenue (Hwy. #3)
• 76th Avenue from Columbia Drive to 22nd Street
• 22nd Street from Central Avenue (Hwy. #3) to 77th Avenue (Hospital, Hardy View Lodge)
• 75th Avenue from 22nd Street to 28th Street (Hutton School)

Priority #2:
• Sidewalks in the downtown core
• Second Street from Public Works Yard to bridge (including bridge)

STREETS:

Priority #1
• Valley Heights
• Second Street from Public Works Yard to 75th Avenue (Doctor's Clinic)
• Kettle River Drive from 8th Street to 68th Street (Boundary Lodge)
• Boundary Drive from Donaldson Drive to 77th Avenue
• Donaldson Drive from 66th Avenue to Central Avenue (Hwy. #3)
• 76th Avenue from Columbia Drive to 22nd Street
• 22nd Street from Central Avenue (Hwy. #3) to 77th Avenue (Hospital, Hardy View Lodge)
• 75th Avenue from 22nd Street to 28th Street (Hutton School)

Priority #2 - Main arterial streets in downtown core and City owned parking lots.

Priority #3 - General residential streets.

Priority #4 - Cul-de-sacs and non-through streets.

SNOW REMOVAL GUIDELINES:

Snow removal in the municipality shall be based on the following:
a) Ploughing operations shall commence when accumulations of snow on City streets exceed 5.0 centimeters (2 inches)
b) Snow removal operations shall be carried out in order of street priority, as shown above
c) Snow removal contractors will receive a letter of warning, with a copy to the property owner, if found to be pushing snow onto City right of ways

ICE CONTROL GUIDELINES:

Ice control in the municipality shall be based on the following:
a) The Superintendent shall be responsible for initiating sanding/salting operations. Sanding/salting operations shall commence within one hour of decision to mobilize
b) The standard salt/sand ratio for sanding roads shall be 5% sodium chloride - 95% road sand by volume. This ratio may be altered as required by specific conditions
c) Sanding operations shall give priority to those areas listed in Priority #1 streets
